Human Resource Manager

Brunswick House First Nation is seeking a strategic, experienced, and analytically strong Human Resource Manager to lead and strengthen the Nation’s human resource systems.

Reporting to Chief & Council and working closely with the Band Manager, the Human Resource Manager is responsible for developing, implementing, and maintaining BHFN’s human resource policies, procedures, and standards. This role supports recruitment, retention, staff development, compliance, and organizational effectiveness across all departments.

Duties & Responsibilities

Policy & Program Development

    • Develop and update HR policies, procedures, and standards
    • Contribute to the HR components of funding proposals
    • Evaluate the effectiveness of HR policies in relation to operational needs

HR Management & Administration

    • Oversee recruitment, selection, and retention processes
    • Maintain personnel files, time records, and attendance logs
    • Support job classification systems and salary grids
    • Ensure performance evaluations are completed in accordance with policy
    • Assist with grievance procedures and staff complaint processes
    • Oversee employee benefits, pension plans, and liability insurance
    • Lead Health & Safety functions, including establishing a Health & Safety Committee
    • Develop and manage employee recognition initiatives
    • Support program managers with HR capacity building and coaching

Organizational Leadership

    • Participate in monthly management meetings
    • Assist in developing organizational structure and division of labour
    • Provide guidance on HR best practices and compliance

Community & External Relations

    • Maintain positive relationships with First Nation partners and external agencies
    • Support effective public relations practices

Qualifications

Knowledge & Experience Requirements

    • Strong knowledge of human resource policies, practices, and current HR trends

    • Familiarity with employment legislation governing First Nations

    • Experience in policy development and HR systems implementation

    • Knowledge of Indigenous culture, traditions, and community dynamics (asset)

    • Experience or training in privacy legislation (asset)

    • Advanced computer proficiency (Microsoft Office Suite and related software)

    • Ability to obtain a CPIC and Vulnerable Sector Search (VSS)
